(a) A portion of captured stock of food and fuel to be handed over to them. In this connection I pointed out that feeding civilian population is our first responsibility and that our information is that near famine conditions now exist in Hong Kong. Chinese see this point and it should not be difficult to reach agreement with them on this point after surrender.

(b) When informing me that present population of Hong

Kong is about 700,000 which will require monthly import of 25,000 tons of rice Chinese requested that additional tonnage should be imported for their use in Canton. They will pay for this rice. They also request right to buy rice in Hong Kong for (?prisoners) cconomizing (?on) their coastal shipping.

Chinese offor assistance in investigating activitics of allogod war criminals and request assistance in doaling with their puppots who may take refugo in Hong Kong.

For your information I was informed one Chinese division will be moving to border of loasod territories to provont obstruction of traffic and other non central government troops into Island. I received full assurance that under no circumstances will Chinese troops move into leased territories. C. in C.E. I. please repeat to C. in C. B. P.F.
